According to the Income Tax Law, wages are defined as in-kind and cash benefits taken from the employer in return for the performance of a job for a certain period of time. Work permit applications are made directly by the employers to the Ministry of Labor, provided that certain conditions are met. As a rule, foreigners cannot apply for a work permit on their behalf, only the employer can make work permit application for foreign worker.
According to the Turkish tax system, wage earnings of employees are taxed with the stoppage system. Accordingly, commercial enterprises are obliged to pay income tax on their behalf by deducting income tax from the wages of their employees.
